That might be true. I think the more likely explanations are:

1. The scientist's scepticism in some way influences the result. Parapsychologists often say something along the lines of, positivity and belief are helpful factors.

2. Sceptical scientists actually find ways to dismiss positive results. False accusations of fraud and so on.
