Just one line in a video is hardly a basis for understanding someone's philosophical position in its entirety. Most of the debate there was about (to me) somewhat abstruse details. In any case, in a live video it's possible that he didn't express himself quite as clearly as he might otherwise have done.

Only a year before that Goff outlined his position in detail in the book which you haven't read. So it seems unlikely that he has changed his mind to any great extent one year later. I'm aware that JPK didn't agree with my analysis, but the panpsychism you say Kastrup is correct in criticizing is to me precisely what Goff was advocating in the book. As the only credible solution to the Hard Problem, he was saying that consciousness must be one of the fundamental attributes of matter, not that matter is a form of consciousness.
