You say that the withdrawal was botched. So, if it was known about well in advance, why was it so chaotic and hurried? Also, why was the British government so unprepared? Surely they would have been aware of the agreement you mention. Surely they would have been informed by their close ally of its plan. Instead, they were completely taken by surprise. So I'm not convinced by your point.
