I don't think that eugenics is emerging just from the far-right. It seems to be already a policy of some 'liberal' Western countries, viz the euthanasia programmes in Canada and the Netherlands, two of the most obvious examples. The homeless, the mentally ill, the depressed are or have been targeted.
