Good questions. The starting point is to create a unifying ideology, something which people can identify with, rather than other things they may have been taught, or come to believe.

Such things, on the whole, cannot be tested in the sense I think you mean. But they may fit in with other peoples' experience, or 'speak to' people at an intuitive level.
