As you say, panpsychism is a philosophical theory, rather than a scientific one. It seems to be a rational attempt to find a way out of the falsity of materialism (which I would suggest has more than one fatal flaw). See, for example Philip Goff's Galileo's Error.

The question is, does panpsychism go far enough? Perhaps animism is closer to the truth.
